MINERAÇÃO: Para Citi, Vale é o player mais agressivo em spot na China

SÃO PAULO, 15 de abril de 2009 – A mineradora brasileira Vale é atualmente o player mais agressivo no mercado de minério de ferro spot na China nas últimas semanas, avalia o Citigroup em relatório publicado nesta quarta-feira, depois de analisar contatos na indústria. Tal fato sinaliza a possibilidade de novos contratos de longo prazo com pequenas e médias siderúrgicas.
Para a equipe de análise, as siderúrgicas chinesas podem planejar redução entre 40% a 50% no preço do minério, mas não é provável um acordo fechado de corte para o ano inteiro. “Deste modo, os preços spot podem se tornar o mecanismo de preço dominante na China para 2009”, avaliam os analistas que, apesar disso, veem a necessidade de um benchmark (referencial) para clientes de fora da China.
Sem o referencial de preço, o mercado spot oscila com a relação entre os estoques, custo e demanda do mercado. Desde meados de fevereiro o preço spot tem caído, refletindo o aumento dos estoques dos consumidores na China. Apesar disso, o Citi não vê o preço abaixo dos US$ 60 por tonelada. Devido ao custo de produção, tal patamar inviabilizaria a venda, fazendo o preço subir.
Tal crença parte de avaliação do mercado em outubro do ano passado, quando o preço chegou a US$ 64 com uma forte redução de produção nas siderúrgicas. “Naquele período houveram notícias de que muitos exportadores indianos e produtores locais na China não pretendiam ou não estavam aptos a vender por estes preços”, diz o Citi.
De acordo com os analistas, o maior risco para esta relação entre oferta, demanda e estoques, é o subsídio do governo chinês a produtores locais, o que poderia diminuir o patamar mínimo de preço do mercado. Apesar disso, o banco avalia que a demanda na Europa e no Brasil devem melhorar no segundo semestre do ano.
Mesmo com o momento desfavorável para a venda do minério de ferro, os analistas avaliam que agora a Vale poderá focar na redução de custos, depois de passar diversos anos apenas à busca de atender as demandas de produção dos clientes. O Citi segue com a Recomendação de compra às American Depositary Receipts (ADRs) da Vale negociadas em Nova York, com preferência às ordinárias. O preço-alvo é de US$ 28. Os papéis encerraram a última sessão negociados a US$ 16,14.
