Regulamentação européia atingirá exportações do Pará (DCI)

A Associação Brasileira da Indústria Química (Abiquim) estima que a nova regulamentação do União Européia (UE) sobre o controle de produtos químicos pode atingir US$ 2,5 bilhões em produtos que o Pará exporta para o bloco europeu. A regulamentação Reach (sigla em inglês para Registro, Avaliação e Autorização para Substâncias Químicas) estabelece controles mais rigorosos sobre os produtos químicos importados pela UE, de modo a preservar o meio ambiente e a saúde humana e animal.A regra abrange elementos químicos no estado natural, mistura de duas ou mais substâncias, como cimento e tintas, e produtos que que estejam sujeitos à liberação intencional de suas substâncias químicos, como borrachas infantis que liberam odores. Estima-se que aproximadamente 30 mil substâncias precisarão atender aos requisitos estabelecidos pelo Reach.As empresas que atuam com essas substâncias têm até o dia 1º de dezembro para fazer o pré-registro no site da Agência Européia de Substâncias Químicas, responsável por controlar e gerenciar o Reach. ?Depois desse prazo, quem não tiver o pré-registro não poderá mais comercializar para o bloco europeu?, afirmou Nicia Mourão, coordenadora da Comissão de Regulamento e Gestão de Produtos da Abiquim. Ela orientou empresários e profissionais do setor mineral e madeireiro, representantes do governo, consultores e estudantes da área de engenharia de produção sobre as novas exigências em seminário promovido nesta segunda-feira, 20 de outubro, pela Federação das Indústrias do Pará (FIEPA), pelo Instituto Brasileiro de Mineração (IBRAM) e pela Abiquim. O encontro foi realizado no auditório da FIEPA.Nicia Mourão lembrou que as discussões sobre o Reach iniciaram em 1998, após a exigência do Conselho do Meio Ambiente para a Comissão Européia fazer uma revisão da política interna do controle de substâncias químicas. ?Com essa regulamentação, agora são as empresas (e não governo) que devem ter a responsabilidade de informar que substâncias químicas oferecem riscos e qual o grau destes riscos à saúde humana, animal e ao meio ambiente?, comentou a coordenadora da Comissão de Regulamento e Gestão de Produtos da Abiquim.Nicia destacou ainda que, a partir do grau de risco da substância, é papel da empresa retirar o produto do mercado e oferecer alternativas que não ofereçam riscos.Altos CustosEntre os onerosos custos da nova regulamentação estão os registros e os testes com cada substância em laboratórios referendados internacionalmente; as contratações de um representante jurídico e de outro que tenha conhecimentos em química, ambos com base na Europa; e os impostos pagos no Brasil por remessas de divisas.?Por conta dos altos custos, deve ser analisada a importância do mercado europeu para o negócio. Os empresários brasileiros podem encarar o Reach como uma barreira econômica ou como oportunidade de captar uma fatia de mercado, que deve ser deixada para trás por empresas de outros países?, assinalou Nícia.A norma afetará desde indústrias minerais e químicas ou diretamente relacionadas, como fabricantes de tintas, metais, aços, ligas metálicas, tecidos, produtores de calçados, refrigeradores e aviões. Algumas substâncias, porém, estão isentas de registro, pois possuem regulamentação própria, como as radioativas, gases nobres, petróleo bruto, polpa de celulose e produtos medicinais.
