Mineração aguarda melhora externa e atrasa investimentos

SÃO PAULO – Ao contrário da indústria siderúrgica brasileira, que está focada em atender o mercado doméstico, as mineradoras terão que aguardar uma melhora significativa do mercado externo para reavaliar suas projeções. A mineração brasileira sofrerá mais para se recuperar em 2009 devido às previsões de recessão em mercados de países maduros e também ao crescimento mais baixo em mercados emergentes, fato que já carimbou a postergação de investimentos previstos do setor.”Nesse momento, a única certeza é que ninguém tem certeza. Se formos pensar em termos de variáveis importantes, precisamos saber qual será o novo câmbio, que irá afetar os custos de investimentos”, afirmou ao DCI, o professor da Universidade de Uberaba etambém especialista em mineração, Germano Mendes de Paula.De acordo com o professor, ao contrário de outras crises sofridas pelo setor, a atual não permite a compensação em vendas no mercado externo. “Eu nunca vi algo similar”, disse Mendes de Paula, que acompanha o setor há 19 anos.Em relação aos preços, o professor é pragmático: nenhuma mineradora deverá mexer nos preços antes da crise se estabilizar. “Se a situação piorar, quem fechar rapidamente os preços sairá perdendo”, afirmou.InvestimentosPor essa causa, o presidente do Instituto Brasileiro de Mineração (Ibram), Paulo Camillo Penna, afirmou que os investimentos previstos de US$ 57 bilhões até 2012 serão postergados. “Em primeiro lugar, as empresas estão aguardando as medidas de ajuda ao mercado dos diferentes países, como a China. A mineração é um componente globalizado e existe uma necessidade que se verificar os efeitos para se tomar decisões”, afirmou o presidente do Ibram, que participa do 1º Congresso de Mineração da Amazônia, que ocorre até amanhã, em Belém.De acordo com ele, a expectativa é que a China continue crescendo em bom ritmo, principalmente devido à migração da população rural do país aos centros urbanos. “A China é protagonista da demanda mundial por minérios e substâncias como o ferro, alumínio, níquel e cobre tenham um papel fundamental nessa possibilidade de retomada de crescimento”, concluiu Camillo Penna. Além do país asiático, o presidente do Ibram afirmou que Estados Unidos, Japão e Alemanha também já acenaram boas medidas para recuperação, o que poderá ajudar o setor de mineração.Segundo Penna, a crise trouxe o “fim do boom da mineração”, que já era esperado, mas não de forma tão abrupta. Nesse momento, de acordo com o presidente do Ibram, a produtividade das mineradoras será um elemento essencial no comércio internacional de minério. “A disputa está muito grande por conta de um enxugamento do volume do mercado”, afirmou Penna. De acordo com o executivo, os próximos seis meses serão em “compasso de espera” pelas mineradoras.FusõesSegundo analistas, a queda nos preços deve propiciar fusões entre pequenas mineradoras, enquanto as grandes devem aproveitar a desaceleração para comprar suas próprias ações.
